An observations data model

Greetings, all.
At a workshop today I learned about an ISO data model for observations, ISO/DIS 19156. It's at ISO last call (or whatever their term is), but early drafts can be found at <http://www.opengeospatial.org/standards/om>, and some overview at <http://en.wikipedia.org/wiki/Observations_and_Measurements>). One of the goals of the standard is to make it easy to connect data collected by different disciplines.
This has come out of the geospatial world, but I'm told by one of the authors that it's intended/believed to be more generic than that, and a quick scan through the draft text suggests that this may be true.
Do folk here know about this? Might it (or a profile?) be useful for the IVOA standards work on observations? This would obviously be more generic than an astro-specific one, but if the two were at least compatible, that would surely pay dividends.
If folk thought it was useful, I could examine these drafts more closely and estimate how useful this might be.
At the same workshop I heard about a low-level of background work in provenance models. I could find more defails if that would be of interest.
