Utypes v0.3 preliminary Working Draft

Hi all,

Here is the Utypes v0.3 draft, that I circulate for comments within the DM
Working group and to suggested contributors .
This is a preliminary version not complete. I expect volunteers to help 
to fill the gaps.
I put a list of authors as a first guess, but of course , you are very 
welcome to
contribute and  help this effort to converge.

I apologize for the delay.
Hope to have your comments during the interop sessions or after.
I'm aware there is much to discuss on the other lists too.
