utypes: a proposal

I have been corrected on this.  Of course, the first mention of  
'utypes' was during Doug's 2003 visit to CDS.  I think I may have been  
recalling a 'ucd2 as pointer-into-data-model' suggestion, which was  
promptly glossed as 'xpath'.  The xpath suggestion is not a novel one.
