Observation/characterization/provenance discussion

Arnold,
    In provenance we will have an Observatory class. The plan is to reuse
stc ObservatoryLocation component to give the coordinates of this observatory.
An example exists showing where it can be hooked, you got it last saturday.
It will be shown this afternoon.
