this is my last chance to answer this before the TimeSeries discussion at the Interop
Your serialisation proposal is quite good in general and specially in the case
where the Time coordinate values are exactly the same for both colors .But here in
our implementation with Mireille we took benefit  of our organisation in two tables
 to suppress  time instants where actually no valid value was known for one of the colours.
(value coded by 99.9 or whatever). Actually when two axes are sampled independantly (here
time and spectral) our two table solution is clearer. I suppose that for time
series it is not so seldom because with one single telescope and by changing
the filter we never have accuratly the same time of observations for the
two colors. In conclusion I think for VOTABLE implementations we have to let
some flexibility in the organisation. Correct use of the utypes should allow
a client software to deal with both.

<have multiple instances of a data model in a single namespace, such
