The units discussion in the FITS Standard document is more up-to-date 
and authoritative than the HEASARC document.   In particular, see 
section 4.3 of the proposed new version of the FITS Standard, which is 
available from the FITS Support Office web page at 
http://fits.gsfc.nasa.gov.
