Spectrum DM for Beijing

Hi DM group
 I have a revised version of the Spectrum Data Model document
- there are a few changes due to a recent effort to make the
Characterization model in Spectrum consistent with the overall
IVOA Characterization model. The changes are relatively minor.
There are also a lot of corrections to the document itself
which don't change the actual model or serializations, and there
are a few changes to the FITS serialization thanks to input
from the MAST team.

I'll try and get it to the IVOA site as a working draft in the
near future.
