Identification model in VO Spectrum Model

Alberto -
 My take is that in the current doc the context is a simple spectrum.
We should issue SEPARATE docs for other contexts, which would be
short notes saying 'For X kind of data, you can use the Spectrum model
but with the following mand/recc/opt rules.' That way we don't
make the model doc infinite in size (and the approval process
infinite in duration).
