STCLite

[Arnold Rots]

Attached is the document on STCLite.  It contains exmples and the
schema itself.

For context: this was inspired (or pushed) by Roy in response to the
wishes of the VOEvent community - though it did not seem to satisfy
them.  It contains a subset of the capabilities of STC, but it is not
a subset schema.  Style sheets are needed to translate between STCLite
and STC documents.  Basically, it ony contains space and time for a
limited number of coordinate frames and reference positions; it is not
extensible.
