[Observation] - Scope?

Martin, the idea is that Observation is mainly about general metadata
you'd need for any dataset, and specifically for observed data either
raw or calibrated. I would say the intent so far is that it not cover
extracted data (catalogs etc) but the hope is that some of it can 
carry over to catalogs. So think of it for now as covering 
images, event lists, spectra, and possibly radio data (if we can fold
in Anita's comments).
