	That is not the case. I posted a requirements web -page, to which 
	several people contributed, and then turned that into a document
	which is posted on the DM twiki. The editors then looked at the requirements
	and use-cases for trying to reach a consensus design. (albeit
	not as stringently as they should have). The IVOA DM Q document does
	include the most important of the requirements, BTW..
