[TRANSFORMS] - A heirarchical approach to numerical transformations

Following the request of the Data Modelling group at Cambridge that I put
together some initial ideas on how numerical transformations could be
represented within the data model, I've created a document describing a
heirarchical approach similar to that used by the Starlink AST library.
