Greetings,

The xml-dev list currently has a thread on marking up units of measure.
It's not terribly enlightening, but mentioned a NIST initiative at
<http://unitsml.nist.gov/>:

    UnitsML is a project underway at the National Institute of
    Standards and Technology (NIST) to develop a schema for encoding
    scientific units of measure in XML. Furthermore, a registry
    containing extensive information about scientific units is under
    development.

It seems to be early days for this.  There's very little there at present,
except a powerpoint presentation about the work so far.  Looking through
that, although their interests are focused on including quite a lot of
detail about SI units, there'd probably be significant overlap with the
VO quantities work.
