[QUANTITY] Review of Quantity suggestions

The Quantity discussion died down a while back; I had some
comments then that I almost pulled together, and have
finally completed - an attempt to compare the existing suggestions
and to float some possibilities for a synthesis.

and vacations some of us will have more energy to pursue the topics
