SCS spec bug

With the SCS-1.03 erratum 2 allowing implementers to return later versions
of VOTable, I agree it is fine in practice. If the example was written
correctly in 2008 it would have said "v1.1" ... but yes, if the namespace
had been "http://www.ivoa.net/xml/VOTable/v1" that value would not cause
any concern at all.
So: not objecting to the change, just being picky :-)
