WD-DataLink-1.1

The first WD for DataLink-1.1 has been published to the doc repo:

This is mainly small fixes, clarifications, and a few new features relative
to 1.0; we believe this addresses most of the "easier" enhancements that
have been discussed. There are a few outstanding issues and we welcome new
ones (related to this WD or otherwise) over in github:
