TAP is now on ivoa-std GitHub

Dear DAL,

the TAP document has been ported, thanks to Pat, in its own
GitHub repo: https://github.com/ivoa-std/TAP.

We encourage you to use the issues on that repository to:
- suggest new features
- provide requirements
- alert bugs, errata and others
to continue the update of the standard.
