DAL - Groningen summary

Dear DAL,
we had an effective meeting in Groningen, thank you all for that!

For those who didn't have the chance to be there, here's a quick
summary of what has happened plus some information on the roadmap
to the next Interop (Sydney, 1st week of May 2020, save the date).

Thanks to all those made that possible and let's keep on now, with
implementations, feedback and new features!

The meeting sessions saw nice reports with feedback on most of the
DAL standards (in connection also to Applications development), the
ongoing discussion on AuthN&AuthZ (in collaboration with GWS) and
the first steps in general discussion of the "caproles", and finally
discussion on the near work for the WG.

This latter session is directly connected to the DAL roadmap, that
will see:
- ADQL progressing up to REC
- DataLink & DALI revisions starting up
- SLAP aligning itself to SSLDM track
- ProvTAP getting to WD
- a restart of the revision for ConeSearch
and possibly work on retrieving complex data from TAP services.
