IVOA Note on ADQL User Defined Functions

Dear DAL,

I am pleased to announce that an initial version of a Proposed Endorsed 
Hote (PEN) containing a catalogue of user defined functions (UDF) has 
been uploaded to the IVOA document repository.

It currently includes the IVOA-sanctioned (i.e., ivo_ prefixed) and some 
third party (currently solely from GAVO) functions.
