Latest TAP-1.1 PR ready for RFC

Dear all,
following the latest discussions in Paris we announce you
that a new PR is available for TAP-1.1 at
http://ivoa.net/documents/TAP/20190626/index.html

Changes from previous version are limited to §2.4 on the
usage of capabilities, with specific reference to informing
about authentication of endpoints.

Please review it at your earliest convenience,
RFC and voting period are already formally over.
