Hmm, the above actually conveys more or less the idea of HiPS images...
MOCs are outline-only, so to speak.

At least for MOCs, that would be an implementation artefact.
MOC processing can be made very fast and storage comparatively lean.
This includes that for some types of queries acting on even a single
MOC, most of its data does not have to be touched at all.
