WD-DALI-1.1 timestamp values

After the discussions last spring concerning the Z timezone indicator,
it was clear that we are dealing with both astronomcal and civil times
and we will probably fail if we are not tolerant of other systems/uses
in the case of the latter...

So, DAL rev 3552 includes allowance to use Z when expressing civil time values.

I believe this is the last item that on the change list from the last
interop and WD-DALI-1.1 is basically done (+/- discussion of one other
recent addition).
