New Validator: SODALint

Hi DAL group,

The CASDA team has put together a validator for SODA services. This is heavily based on Mark Taylor's taplint, including the command line interface.

The validator is generally run from the command line against a SODA service web address. It tests compliance to the SODA v1 PR (as currently updated in Volute) and currently supports the following tests:

*         CPV: Validate the capabilities document with the schema

*         CAP: Validate the capabilities document using targeted rules

*         AVV: Validate the availability document with the schema

*         SVD: Validate the service description returned by an empty sync query.

*         SYN: Validate the sync endpoint is responding

*         ASY: Validate the async endpoint is responding

Feel free to run this against the CASDA SODA service (java -jar sodalint-all-1.0.0.jar https://casda.csiro.au/casda_data_access/data/ ). We've got a few errors reported which will be fixed in our next release in a few weeks.
