I think you make here a very good point. SODA goal could be extended to 
access to data AND metadata for an indidual dataset.

By the way we could also imagine a "short" option of {metadata} based on 
obscore serialisation for the dataset and later a "full" version based 
on Cube and Dataset DM.

The "short" version could help SODA users not driven from a DAL 
discovery service (ObsTAP, SIAV2, SSA, etc...)
