New SIA v2 proposal

I have updated our SIA-2.0 query service to comply with the last version 
of the PR.

-- accept ranges using the latest syntax BUT/PLUS the use of -Inf and 
Inf instead of NaN for specifying open ranges.
-- CALIB param only accepts discrete (integer) values and not ranges 
since there is no equivalent wab to do open-ended ranges

Obviously params need to be url encoded, but here are some examples:

TIME=54321.0 54321.5

TIME=54321.0 Inf

TIME=-Inf 54321.0

implementor hat: I like the way this looks alot more than NaN; no extra 
difficulty to implement. This prototype supports the idea that the PR 
document needs to be fixed to be clear about use of -Inf and Inf since 
they are valid values for double in VOTable.
