RFC for DALI-1.0

The intent is for all *new* DAL specifications to comply with whatever 
version of DALI is current at the time. Past specs will not change 
meaning per se, but new versions will comply which in some cases could 
mean a 2.0 version for those that differ in incompatible ways.
