TAP VOResrouce Extension Schema

Dear Colleagues,

At the Edinburgh Tech Forum, Guy and I had some brainstorming on what
to put in the TAP VOResource extension.  I've tried to distill the
result on the wiki page

-- so, this mail is to solicit feedback, preferably on the wiki page.

Also, I won't be in Nara, so I'd really appreciate if someone else
could bring the topic up and maybe try to generate consensus on any
contentious points that may come up now.
