Time series data

Regarding section 3.1.8: since the IVOA has an existing coordinate
metadata standard, I would suggest that a proper STC element be
inserted here. ObsDataLocation would seem appropriate.
For a suggestion on how to do this kind of thing, see the document
that I referenced on the Timeseries page recently.
