Some confusion in cone-search

While we could do this, we would not necessarily have clients that could 
support the new version.  In other words, the new version would not be 
backward compatible for clients.

Issuing a new version would be a good way to push client developers to 
migrate; however, this would only make sense if we wanted to continue 
pushing the Cone Search protocol.  Rather, the plan is to encourage 
migration to TAP instead.

If there isn't encouragement to migrate to a new Cone Search version, then 
we will end up with some small number of Cone Search services that few 
users will be able to access.
