Roy,
I don't think IVOA has any authority to deny the use of a service.
If a service implementation fails to conform to its standard, then I
think it will still be registered, but it's likely to get its
validation level marked down to zero. That might mean fewer users.
The service provider should also expect a stream of "it's not
working" emails.
Mind you, if you have a synchronous-only service that times out half
the time, then you get the "not working" emails anyway...
