The intent here was to make implementation as simple as possible and hence 
limit table upload formats. If this is indeed the first such restriction on 
VOTable use and removing the restriction would not impact implementors all 
that much (because VOTable parsing libraries all understand all the formats) 
then removal would be a minor and acceptable change. 

PS-I have no notes about any other reason(s) for this restriction.
