a few comments on TAP/Param

I have a couple of minor comments on the TAP/Param specification.

These are with reference to V0.2, 20 May 2009.

p. 5, end of 2nd paragraph:  it would be nice to write this in a way such
that the text need not change with subsequent revisions.  Something like
"The parameter query specification is linked to the main TAP specification
and is updated, as necessary, with new revisions of TAP."

p. 12, sample WHERE statement:  it would be nice to include the NOT operator
so people can see how this is done properly.

Am eager to see comments from others on the DAL list!
