progress on TAP

Hi Fabio,
Thank you for this. There will be one TAP standard and I withdraw my
proposal. The good thing is that Pat's proposed restructuring can
deliver the best of both worlds; a TAP standard we can finalise quickly
and full support for ADQL and Parametrised Querying in a concise and
resilient format. We must consider it seriously.
The work that remains is to finalise the Service Interfaces, the
mandatory and optional query forms and to resolve the
VODataService/VOTable issue raised by François and Guy. Whatever we
decide, these three items have to be resolved. The course we choose now
will strongly influence the quality of the final result.
