In the interests of trying to keep the new outline simple I omited the 
current 0.31 structure and focused on the _proposed_ 0.31 structure as 
detailed on the Wiki page. So, the leftmost column in my outline is 
actually the rightmost column in the outline on the Wiki page. I did 
this because it seemed the proposed new outline was OK and something to 
build upon and that the current structure would be changed no matter 
what we decide. I can wind the original structure back in if that helps.
