New UCD1+ for SIA protocol

A comment on

1) VOX:Image_Scale --> instr.scale
and

2) UCD1+:meta.bullshit (Bob's message)

1. In the list of ucd1+ that I derived, the atoms "image" and "scale" are
present in instr.scale and obs.image . To me the concept of scale in this
context is more important than the concept of image, then I supported
"instr.scale".
A much better alternative could be the definition of the new ucd1+:
obs.image.scale

2. While examining all the tables and columns in Vizier I came across 2 or
3 columns whose names and descriptions were so cryptical that even going to
the original papers I could not understand the nature of what the author(s)
had in mind to describe. My limitation, of course. I then marked those
cases with this (probably a bit offensive) tag.
The file ~/ucd1-ucd1p.txt was then automatically generated from a much
bigger/detailed file, and the tag slipped through. If and when we will move
to ucd1+, I'll remove it.
