That's why this particular mailing list of the International Virtual 
Observatory Alliance IVOA was called data access layer DAL instead of 
SIAP. To be fair it needs to be said that work on SIAP started before 
there was an IVOA and therefore the original SIAP document cannot 
reflect the current IVOA structure. There are six areas of IVOA 
(technical) activities and to my understanding DAL is building upon the 
other 5 which are in no particular order:

- data models <dm at ivoa.net>, Jonathan McDowell (lead)
- service registry <registry at ivoa.net>, Tony Linde
- formats <votable at ivoa.net>, Francoise Genova
- meta data <ucd at ivoa.net>, Roy Williams
- query language(s) <voql at ivoa.net>, Masatoshi Oishi
- data access layer <dal at ivoa.net>, Doug Tody

Hint: In order to reach all above groups at once you may post messages 
to <interop at ivoa.net>. Sorry to those who heard this before.
