SIAP Document from SAO/CfA

Hi all,

As several folks pointed out, the file I uploaded before was actually 
PostScript, not PDF. I've now replaced the repository entry with a new 
version which is PDF, but for some reason the file name got changed on 
upload. You can just get the file via the doc repository, or use the new 
direct link:
http://bill.cacr.caltech.edu/cfdocs/usvo-pubs/files/ACFE3.pdf

If anyone has any other problems, just let me know.
