[csp] Proposal for an IVOA Radio Astronomy Interest Group

Thanks for the charter and for pushing this forward,

I would like to add that we got another expression interest by the AMIGA group at the Instituto de Astronomía de Andalucía (IAA), in Spain, who should be added tot he list of interested observatories/groups if possible in the charter below before sending it to exec for approval.
