[csp] Francesca Civano proposed as new CSP member

Dear IVOA exec members,

Francesca Civano, from the Chandra X-ray Centre, in Cambridge, has requested to join the CSP and, given that this was already unanimously accepted and cheered at an earlier CSP telecon, I would like to make it official with the exec and add her email address to the mailing list and her name to the CSP wiki page. Let me know whether it is enough with this email or whether this needs to be discussed at exec as well.
