SPLAT-VO

Hi Stéphane,

you can have a beta-4 from here: https://github.com/mmpcn/splat-build/tags

It can be built automatically now from a chosen starjava branch, so if someone wants to
go on with SPLAT development can use it.

I intend to release splat 4 before end of this month, when my contract ends.
