TOPCAT release

Dear topcat-users,

this is to announce a new release of TOPCAT and co.

   TOPCAT v4.10-6
   STILTS v3.5-3
   STIL   v4.3-5

A few highlights:

   - Autocomplete when entering column names in topcat
   - Text-like I/O handlers now cope properly with Unicode
   - Improved performance for CSV/ASCII I/O handlers
   - Experimental support for VOTable Working Draft (Unicode char data)
   - Vector field representations in 2d and Sky plots

as well as other improvements.
