TOPCAT release

Dear topcat-users,

this is to announce a new release of TOPCAT and gang:

   TOPCAT v4.10-8
   STILTS v3.5-6
   STIL   v4.3-6

This time there is no major new functionality but various aspects
of the build, release and some infrastructure have been improved:

  - MacOS: the DMG file is now properly signed and notarized.
    This means that it can be downloaded and installed on Mac,
    with or without homebrew, without getting nasty messages from the
    Gatekeeper about damaged disk images or unidentified developers.

  - Parquet support is now bundled by default with all distributed
    versions of TOPCAT and STILTS, so you no longer need to use a
    special "topcat-extra" version to work with Parquet files.

  - Various things have been fixed and tested to support more Java
    versions; everything should now work for all Long Term Support (LTS)
    versions of the Java platform currently available: 8, 11, 17, 21, 25.

support, Unicode-capable ECSV, mocshape multithreading, and
join-by-ID upload ADQL examples.
