TOPCAT release

Dear colleagues,

this is to announce a new release of TOPCAT and the gang:

   TOPCAT v4.9-1
   STILTS v3.4-10
   STIL   v4.2-1

Main new items are:

 - TAP window improvements in TOPCAT
    - new ADQL tab lists all UDFs and other functions supported by service
    - choose Service-Defined or Alphabetic order for table/schema listing
    - service search table selection now shown in initial metadata display

 - HAPI support
    TOPCAT has a new table load dialogue that downloads data from services 
    implementing the Heliophysics Data API protocol (hapi-server.org)

Plus quite a few less prominent improvements, upgrades, bug fixes etc.

Feedback, questions, bug reports (especially from heliophysics/HAPI
