Astropy VOTable 1.5 support

Hello VOTable experts,

I’ve create a pull request in Astropy to support VOTable v1.5 (https://github.com/astropy/astropy/pull/16856).  It’s fairly easy to miss some details in that code so I’d be very happy for anyone to add their comments and criticisms.
