Updated VOTable 1.5 Working Draft

 Dear Applications Working Group,

As the result of recent discussions on this list and on Zoom, the working draft for VOTable 1.5 has been updated with the changes listed below.  The new working draft can be found at https://www.ivoa.net/documents/VOTable/20231022/.

- Removed the proposal for handling epoch propagation via COOSYS children FIELDRef and PARAMRef (originally added with PR https://github.com/ivoa-std/VOTable/pull/40).  

- Completed section 9.4, "Differences Between Versions 1.4 and 1.5".

- Updated the diagram in section 7.2 to include the new refposition attribute on COOSYS.



The document is probably close to its final state and we are close to the Interop meeting, so now is a great time to review this document.  Now is also a great time to provide implementations and validators that include the new features.  If you are considering providing a pull request for Astropy, please let this list know to prevent duplication of effort and/or to allow collaboration.

Once we have achieved the items below, this Working Draft can be promoted to Proposed Recommendation for formal review in the wider community.  With the limited changes in this version, I'm hoping we can meet these requirements quickly:
 - reach consensus within this working group
 - can demonstrate at least two interoperable implementations of each new feature
 - provide at least one validator
