VOTable and VOUnits

Dear apps,

Section 4.4 of VOTable 1.4 mentions VOUnits as the syntax for 
representing units in VOTable (updated from advice to use catstd 
in VOTable 1.3), but it is somewhat unclear about whether this is 
a MUST or a SHOULD.  

As per VOTable issue #28 (https://github.com/ivoa-std/VOTable/issues/28) 
I think this should be clarified for VOTable 1.5.  
Do people have opinions on which it should be?
