Hipsgen release

Dear HiPS contributors,

A new HiPS generator - *Hipsgen *- version has just been released on the 
CDS website <https://aladin.cds.unistra.fr/hips>.
This version is distributed with a complete manual in English and 
French, as well as a technical reference manual.

The new features mainly concern the consistency of the parameters 
(ensuring compatibility with the previous versions), a minor improvement 
of the performance, and bug fixes.
