TOPCAT bugfix release

Hi all,

there is a new minor release of TOPCAT, mainly to address some
bugs that snuck in to the previous release v4.7-1, including issues
with the GUI failing to respond after some plotting actions,
and failure of sky crossmatching with large match radius (>6 degrees).
If you have experienced these issues, or want to make sure that
you don't experience them, you are encouraged to upgrade.

There's also one functionality improvement: graphics output
can now be to SVG format as an alternative to the existing
options PNG, JPEG, PDF, EPS etc.

The new versions are:

   TOPCAT v4.7-2
   STILTS v3.2-2
   STIL   v3.4-2
