MOC 1.1 and VOTable 1.4 (nearly) at RFC

AST v8.7.1 (http://starlink.eao.hawaii.edu/devdocs/sun211.htx/sun211.html)
and PyAST v3.12.1 (http://timj.github.io/starlink-pyast/pyast.html)
now supports reading and writing string/json mocs.
