MOC WD 1.1 announcement

Dear Apps members,

After 4 years of the first REC MOC 1.0 publication, a minor release of 
MOC IVOA document is proposed.

Following the decision of the last interop meeting at College Park, this 
new version (only) move the ASCII MOC suggested syntax from the 
informative section to the normative section. For details and rational, 
see the pdf of my presentation provided during the Interop meeting 8-10 
nov College Park =>

Concretely, this new text just moves the ASCII MOC serialization 
description from the informative section 3 to the normative section 2 
and add a BNF description for this serialization. The text has been also 
a little bit adapted according to this modification.
